Motion by Bemer, support by Spulick, to approve the agenda. All members voted in favor. Motion
carried.
8. APPROVAL OF THE MINUTES OF APRIL 12, 2010
Motion by Kucinich, support by Markle, to approve the minutes of April 12, 2010. All members voted in favor. Motion carried.
9. BILLS TO BE APPROVED IN THE AMOUNT OF $ 54,408.97
Motion by Kucinich, support by Markle, to pay the bills in the amount of $54,408.97. Roll call vote taken. All members voted in favor. Motion carried.
10. LIMITED PUBLIC COMMENT ON ANY AGENDA ITEM
There was no public comment.
11. BOARD AND COMMITTEE REPORTS
A. PARKS & RECREATION MEETING OF APRIL 16, 2010 – CHAIR BEMER
Bemer stated they discussed the 50th Anniversary for the Village, the Safe routes to School and the landscaping for outside the Village Hall.
B. PLANNING COMMISSION APRIL 21, 2010
(Liaison Markle was absent from the meeting, please refer to the minutes)
Motion by Bemer, support by Spulick, to table this until next meeting as it was inadvertently left out of the packets.
12. STAFF REPORTS
A. POLICE REPORT
Officer Boehme’s gave the Police report in the absence of Chief VerHage. He stated that for the month of March the Police Department had 39 citations and 71 calls for service.
. B. ENGINEERS REPORT – CRAIG SHUMAKER/TIM WOODHAMS
Received enclosed letter from Michigan Strategic Fund stating we did NOT receive the ICE Grant for the McGillen Reconstruction Project we had applied for.
Craig Shumaker stated that he was going to check into the reason we did not receive the Grant, and if adjustments need to be made to resubmit it.
13. OLD BUSINESS
A. APPROVE BUDGET NOTICE FOR PUBLICATION
The public notice needs to be approved, as we have to have this in the Friday April 30th edition of the Courier Leader approximately 10 days before the adoption of the budget which should take place at the next Council meeting of May 10, 2010.
Motion by Bemer, support by Markle, to approve the public notice for publication. Roll call vote taken. All members voted in favor. Motion carried.
14. NEW BUSINESS
A. DUST CONTROL FOR GRAVEL ROADS
The bid from Southwestern Dust Control will do the dust control for the agreed upon gravel roads in the Village of Mattawan for the summer of 2010 in the amount of $4,400. This will be four (4) applications, one in May, June, July and August.
Superintendant Anthony stated that he chose from the bids based on the Counties contract, and that’s where the bids came from.
Motion by Markle, support by Kucinich, to approve the dust control bid to Southwestern Dust Control in the amount of $4400.00. Roll call vote taken. All members voted in favor. Motion carried.
B. PERMISSION FOR PLANNING COMMISSION TRAINING
Planning Commission Chairperson, Bill Elmer, has asked if he could attend the renewable energy systems workshop on May 6th. The cost is $75. for the class and one night stay in hotel. Bill is willing to pay for the hotel on his credit card and be reimbursed after he turns in his receipt. Hotel should range from anywhere from $50-100. There is $342 left in the Planning Commission budget for education purposes.
Motion by Bemer, support by Kirklin, to grant the request to allow Bill Elmer to attend the renewable energy systems workshop. Roll call vote taken. All members voted in favor. Motion carried.
C. BIDS FOR SPRING CLEAN UP
We received two bids for dumpsters for spring clean up. One from Republic Waste Services for $350 per 40 yard, and one from Best Way Disposal for $385 per 40 yard.
Motion by Kucinich, support by Bemer, to give the bid for dumpsters for spring cleanup to Republic waste services for $350.00 per 40 yards. Roll call vote taken. All members voted in favor. Motion carried.

16. COMMENTS FROM VISITORS
Superintendent Anthony stated that last week a fuse blew in the main lift station. It was one wire and it shorted the whole unit, which caused the manhole on 26th street to overflow. He explained to the homeowner what had happened and cleaned up the whole mess. He got in touch with DEQ and filled out all the forms that needed to be filled out, and spoke with the Health Department. He will be looking into getting prices from Electricians to see if that can be changed so the whole unit won’t be shorted out.
17. COMMENTS FROM COUNCIL
Bemer thanked the Village office staff for all the work they did on the 50th anniversary party for the Village. She also thanked Superintendent Anthony for getting the banners out.
